The project ‘Capacity Building Towards Knowledge Based Economy‘ started with its activities in July 2009, after signing the Letter of Understanding and Agreement for implementation of the project between the Austrian Embassy and Austrian Development Cooperation on one side as donor and the Ministry of Economy and the Agency for Promotion of Entrepreneurship on the other hand as beneficiary, on 2 July 2009.
Brief Information
Project duration: 3 years (01.07.2009 - 30.06.2012)
Main goal: To foster the economic development of Macedonia through promotion of entrepreneurial learning, “innovation and knowledge” – based economy and to contribute in reducing the unemployment rate in the country.
Aim of the project: Business development services enhanced through capacity development of national service providers, recommendations from the European Charter for Small Enterprises implemented and the promotion and implementation of entrepreneurial learning principles promoted and adopted through knowledge based economy approach
Expected results:
• Increased capacity of the Agency for Promotion of Entrepreneurship, Small and Medium Enterprises (SME) Department (within the Ministry of Economy) and the regional centres is sufficient to cope with the needs of the SMEs
• Entrepreneurial programmes for supporting the SMEs in the country prepared and implemented
• Established National Centre for Entrepreneurial Learning Support (NCELS) as independent legal body is leading institution in increasing awareness of the students, university professors, researchers, high school teachers and recent graduates about entrepreneurship and providing entrepreneurial training
• Increased employment of young highly educated people (based on comparative analysis of students who have passed UKIM-BSC trainings as well as based on functioning internship system)
The project will be implemented by:
• APPRM – Agency for Promotion of Entrepreneurship of the Republic of Macedonia - the lead implementing body, with support of:
• FME – Faculty of Mechanical Engineering – Skopje
• CIRKO – Centre for research, development and continuous education - Skopje
Main outputs that will be achieved are:
• Government approved SME programmes aligned to the SME needs at the end of 2010;
• At least 10 newly proposed measures and delivered policies for strengthening the SME Sector incorporated at the new SME Programmes at the end of 2010;
• Capacity of the staff of the APPRM, MoE and the regional centres strengthened and training programmes delivered in 3 years;
• APPRM and NCELS became ISO 9000 certified institutions;
• More than 3000 entrepreneurs benefited from the awareness raising events and campaigns and trainings organised in 3 years;
• National “across campus” strategy for entrepreneurial learning developed by NCELS and entrepreneurial learning support to wide range of beneficiaries provided in 3 years;
• Developed special training program for women entrepreneurship;
• > 90 new companies registered in 3 years;
• More than 120 NCELS-CC participants are employed / self-employed in 3 years.
